People get bills for past due amounts all the time. Books not returned to a library. Credit card statements they have fallen behind paying. Mistakes happen. This was a mistake too.
Thomas McMullin has a garage full of memorabilia, including many license plates that he's owned that have long since expired. But one such plate, a Florida plate 302 90R, WAS his but it expired in 1995.
So how did it end up on an 18 wheeler? That vehicle went through a toll both and was photographed. Then the state sent McMullin a bill, for a plate he hasn't owned in 25 years.
