Yes there is a mandatory evacuation order for the Lowcountry, but.....

So if you live in the Lowcountry can you leave the area? Can you drive around?

According to the Beaufort County Sheriff's Office:

As Hurricane Florence approaches, Executive Order 2018-29 ordered the evacuation of coastal South Carolina residents for their personal safety, However, residents and guests of Beaufort County will be allowed to travel within county borders, until there is a need for lane reversals on U.S. 278 and U.S.21. At that time all residents must evacuate Beaufort County.  Thank you for following official sources for your updates and avoiding misinformation spread through social media.
