Frances the dachshund was placed in a trash bag and discarded in Philadelphia. Fortunately she was discovered and is now at an animal shelter. But she had to spend some time in a hospital to get a set of rear wheels to help her get around better. The vets say Frances should have a very good quality of life and has some great years ahead of her. Now they’re trying to find her a home.
