For the last couple of years, Indianapolis Police Officer Jeff Stagg has been regularly tidying up a roadside memorial to a young woman who was struck and killed by a drunk driver. He never knew Shelby Smith, who died 22 years ago, but he kept her memorial litter-free and looking its best so that she would not be forgotten. Shelby's mother,Sherry Smith, left town years ago but recently she heard about his kind efforts and even got to meet him in person. "I knew I had to meet him because he had to be a very special person, Smith told CNN. "And he is." Officer Stagg has been with the department for 34 years.
