Rincon dog shown on doorbell video being tied to car and dragged

A doorbell video showing a man in his Rincon apartment complex tying a dog to a car and another man driving off as the dog struggles to get away has made big waves among residents and the public.

As of this writing, the man in the video was arrested by Rincon Police charged with animal cruelty--a misdemeanor--but has not yet been identified as he was taken into custody. The last thing we heard is that the dog is still inside the home and we don't know if that will change. The Effingham County Animal Shelter did not have any information and we are waiting for the mug shot.

The apartment complex did not know about this incident until they saw the video and then notified police.

Georgia State Code says the dog must be injured in order to charge the owners but animal control could still remove the dog from the home.
