Topeka, Kansas, has a population of about 127,000, and it’s growing fast. That’s because the city is offering up to $15,000 in incentives to people who rent or buy a home in Topeka and get a job with a participating local business. The minimum salary at those businesses is $50,000. Another incentive program encourages small business owners and startups to come to Topeka. The program is proving so successful that the city has expanded the offer to veterans, recent graduates of Washburn University, and “boomerang” native Topekans who want to come home.
